			<content:encoded><![CDATA[<p>The <strong>terrorist attacks</strong> on September 11, 2001 dominated the world’s  attention and catapulted the United States into a multi-layered  defensive posture. Immediate and ongoing actions and <strong>policy changes</strong> by  the federal government, followed by state and local governments were  designed to increase security and to prevent further attacks.  Immigration reform and enforcement became a central area of focus as  America searched for ways to strengthen homeland security and to close  ranks against others entering the country with devious intentions.</p>
<p>Notwithstanding all the attention, debates, proposals, and new  restrictions directed at US immigration, there still exist many  questions and problems regarding how to manage immigration, both legal  and illegal. A special area of concern is how to deal with <strong>temporary  workers</strong>, also called temporary non-immigrants.<span id="more-62"></span><br />
While <strong>legal immigration</strong> did decrease significantly after 9/11, mostly  due to the sweeping new laws and procedures that were designed to weed  out potential threats, temporary worker immigration only decreased  slightly. This occurred immediately after 9/11 when the country was on a  high <strong>security alert</strong>. As time went by and the immediate threat was gone,  the practical economic and business need for temporary workers required  that the immigrant worker program return back to speed. Whether migrant  farmers or highly skilled professionals, foreign workers were in demand  before 9/11 and continue to be in high demand post 9/11. However,  because there are still national security concerns, temporary  non-immigrant workers face difficult and confusing sets of rules and  regulations and often get caught up in enforcement sweeps or become  objects of suspicion and investigation by the <strong>Department of Homeland  Security. </strong><br />
Fortunately, statistics bear out the fact that most temporary workers  migrate to the United States for economic reasons and most simply want  to earn money for their families. However, it is also a reality that  there is a small percentage of immigrant individuals who desire entry  into the United States for felonious reasons. Immigration officials must  make a sincere effort at sorting through such diverse groups of people.  There must be systems, standards, and accountability for immigrants,  but so far, those who manage such issues have not reached the delicate  stabilizing point where nationwide security needs are balanced against  economic, business, and human needs.</p>

<p>The process can take several years. The person applying will need to have a relative or job in order to be eligible to even start the application process. The country a person is immigrating from will also factor into the application process. There are quotas set every year, that determine how many applicants can be accepted into the United States. To apply for permanent status with sponsorship from an employer, the employer must be able to document why they need that particular individual for the job. <span id="more-48"></span></p>
<p>If a person is already in the United States on a temporary work visa, they can apply for a green card. A person that has a relative who is United States citizen, can also apply for a green card. In some cases, an investor can obtain a green card. There are special situations like political asylum, and the green card lottery that a person may be eligible for.</p>
<p>Obtaining a green card is the first step in becoming an American citizen. After living and working in the United States for five years, a person can start the process. For those that are here under the political asylum act, they may only need to wait four years to start the citizenship process.</p>
<p>A person may lose their status if they violate any of the requirements that are attached to the green card. Some felonies can result in a person losing their status. A person who is in the United States with a green card, must carry the green card at them at all times.</p>

<p>Then you must decide what school and state you would like to go to school in. After you decide what school you would like to attend, contact the school by applying. If you&#8217;re accepted, the school will give you an I-20 Form. This is the form that is required of an F-1 student. Now, you&#8217;re set to go to the United States Embassy and apply for a student visa. <span id="more-47"></span></p>
<p>You will go through an interview, which will require fingerprinting as well. If the US Embassy grants your student visa, you may have to work as well. It will be worth it, if it&#8217;s your dream to attend school in the United States. If an international student is interested in applying for a student visa, it is a good policy to apply no earlier than three months ahead of time.</p>
<p>Some other things you need to bring to the interview is information on the person that is sponsoring you, such as tax forms and income information. This needs to be looked at, so that the people who will be issuing the visa, will know that your expenses, including tuition is taken care of. You also need transcripts and all SAT and other standardized test scores. When choosing a major, international students are allowed to choose any major that they want. So, if they want to be a doctor, they can study biology. They have the freedom to take whichever major they want. They also can renew there student visa, if the need arises.</p>

<p>You are going to need to fill out some paperwork to determine your reason for coming to the states, either it’s purely for pleasure or it’s for medical treatment.<br />
If you will be going to visit the states strictly for pleasure purposes, there are important documents that you must fill out before obtaining a visa.</p>

• Copy of passport and VISA<br />
• Copy of green card<br />
• A letter from employer<br />
• A notarized affidavit of support known as form I-134<br />
• Recent bank statements<br />

Immigration falls under the control of the Citizenship and Immigration Service (USCIS) division of the Homeland Security Department. All petitions for visas of any type must be approved by the USCIS and the petition must be accompanied by detailed support documents relative to financial responsibility, purpose of the visa; visit, work, student or immigration; and background of the petitioner.</p>
<p>Immigrants from parts of the world where the United States has a presence and a working relationship with the government there, face less rigorous requirements than those from Eastern European Soviet Bloc countries, the Middle East or parts of Asia. <span id="more-42"></span>People desiring entry from those areas have a much harder time obtaining visas of any type.</p>
<p>Even prospective immigrants who are married to US citizens have to go through the same process for visa petition and approval as those with no connection in America, though their petitions are processed quickly and approvals are almost always granted. Once the visa has been issued and the immigrant has arrived in the United States, the next step is to petition for a change in status from a visitor to a permanent residence (the Green Card). Green Card petitioners are interviewed, fingerprinted and their backgrounds are checked (again, because this was done before the visa was issued). The first Green Card is valid for two years, the second one for ten years.</p>
<p>The immigrant may petition for citizenship at any point during the Green Card period. A test of US History and Government is required and those passing that and the interview are scheduled for a “naturalization” ceremony, conducted by a US judge and agents of the USCIS, usually a group event.</p>

Then you would need to contact the US Embassy to schedule and interview with them. They will tell you what you need before you come to the interview.</p>
<p>If you need an immigration visa, which is when you plan on living in the United States permanently, you will need to file an I-130 form at the USCIS Service Center. It is recommended that you already be in the US when filing for this petition because it is harder to get a petition while you&#8217;re still living in your home country. Once it is filed, it heads over to the National Visa Center where they get together with your sponsors to complete the process, which may include fees and more forms to fill out.<span id="more-38"></span></p>
<p>A person wanting to visit the US, can come to the US without a visa. They will need to fill out the visa waiver form. This form of visa is also called nonimmigration visa. The person doesn&#8217;t tend to stay in the United States for too long. You can also come to the US and work temporary, but the necessary forms need to be filled out and an interview with the US Embassy as well. You also have to show them proof of your residence of where you will be working. A foreign person trying to apply needs to be in the US already because it will not be a guarantee they will be awarded a visa while living in there home country.</p>

<p>There are fees associated with applying for a work permit, or sometimes called work visa. A person can apply for a work permit if they are a student legally in the United States, fiance of a United States resident, an asylee and a few other special situations. Work permits are given out on a temporary basis, and in order to continue working in the United States, an individual must reapply for their work permit. <span id="more-11"></span></p>
<p>To apply for the work permit a person needs to have a non-immigrant arrival and departure form, two identical photos and a reason for seeking employment in the United States. There are a number of categories to choose from if the reason you are seeking employment is for a specific job in the United States. If the reason is because of a financial need, there are more documents that will be needed, depending on the job field. To submit the application, the application fee must be paid in full.</p>
<p>The application may be submitted online in some situations. The application can be downloaded from the internet, and mailed into the appropriate USCIS office.
